doc: list CI consumers
In case we ever make any breaking changes here, or if LFS support at
code.jlab.org no longer works for our desired use case, here is a list
of all the repositories which use LFS files from here.

As of 9PM EDT March 26th, the OpenShift Runners are restored and available for use. Please let us know if you encounter any issues.
