feat: deploy context tarball
I want to be able to compare contexts generated from MRs to those from main. The simplest approach for our tier is deploying a tarball of the contexts.

We've changed how CVMFS is mounted within code.jlab.org CI/CD runners. The /cvmfs resources available on the JLab farm nodes are now available at the identical path.
