feat: build ROOT, then build `analysis` image

• Note: using simple memory monitor memmon to monitor memory usage during the ROOT build
• Closes #1 (closed) (mostly)
• After this MR works, I have a plan to minimize the number of ROOT rebuilds (this MR will cause any MR commit to trigger a ROOT rebuild, which is not ideal given how long it takes with our constrained executor resources)
