fix rotation of pixel map to follow sector

The pmtpixels description of pixel geometry is stored in RICHLayer to be part of the sector and rotate with it. Before was unique and inconsistent for different sectors.
The new on-boarding hook has been deployed. All users registering with their @jlab.org account should be auto-added to their initial groups based on their CUE groups. Please contact the helpdesk if you encounter any issues.
The new Gitlab Runner is now deployed to the system and available for all projects. Please let us know if you encounter any issues. Tutorials and Documentation to follow.
