CI runner stalls

I noticed the runner stalls when building root. See here https://code.jlab.org/hallb/clas12/clas12-containers/-/jobs/1035#L6126 It claims that it times out, however, the build seems to stop at some point like it is swapping hard.

@dilks I think you see the same thing with the build_base job.

I think this could be an issue with the runner's system resources.
