His with multiple Fall or Rise Times

Sometimes there are hits which have more than one Fall time and/or Rise time.

Currently the HodoAnalyzer assigns the corresponding time (Fall or Rise) by the order it reads the bank, and 2nd reading of a given Rise/Fall time overwrites the previous reading of the Rise/Fall time.

Those hits mostly happen because of the bouncing of the light in the fiber, or some afterpulse effects.

We want here to keep only original (first) pulse. As a solution we will require the RiseTime/FallTime to be the smallest of all Risetimes/Falltimes
