Allow dev user to install

In order to test app installation, and allow dependency installation, the container dev user needs to have permission to write to the common install areas. These areas are:

• /cs/apps
• /cs/certified

Note: In production (JLab accelerator NFS), will still require admin permissions (sqam, sftadm, etc).
